Pareto-improving Pension Reform when some are Altruistic

چکیده

The paper discusses whether a Pareto-improving cut back of a pay-as-you-go (PAYGO) system of social security is feasible if there is an altruistic motive for making positive bequests. The paper argues that this cut back is possible if the PAYGO system relies on distorting labor taxes. Even in the case when only a fraction of the current old have an altruistic bequest motive it may be possible to carry out such an improvement. In this case a Pareto-improving cut back of the social security system has to be complemented by an intragenerational redistribution from individuals with children to those without kids. Alfons J. Aging and Pension reform with Change contribution rates

Increased life expectancy and reduced fertility rates have led to aging which is one of the main causes of the pension funds imbalances in Iran’s pension funds. In order to resolve these imbalances, some reforms are required. The first option is to use parametric reforms, such as changing contribution rates of the pension system. The purpose of this study is to examine the impact of aging and c...

Childcare Support and Social Security Reform

Based on a simple overlapping generations model with endogenous fertility, we show that the effectiveness of childcare support and social security reform depends much on the openness of the economy, altruism, and initial fertility. For example, introducing a child allowance, which is often expected to mitigate demographic pressures, might be ineffective in a closed economy. Downsizing a social ...

Pareto Improving Social Security Reform when Financial Markets are Incomplete!?¤

This paper studies an overlapping generations model with stochastic production and incomplete markets to assess whether the introduction of an unfunded social security system leads to a Pareto improvement. When returns to capital and wages are imperfectly correlated a system that endows retired households with claims to labor income enhances the sharing of aggregate risk between generations. Ou...

Comments Rotten Parents and Child Labor

Baland and Robinson (2000) investigate the conditions under which decisions by parents about their own children’s work are inefficient. Using a simple two-period model with altruistically linked family members, they show that child labor decisions are efficient when credit markets are perfect and intergenerational altruistic transfers are nonzero. Moreover, they show that when the level of chil...

The Gains from Pension Reform

We characterize pension systems along three dimensions: 1) actuarial vs. nonactuarial, 2) funded vs. pay-as-you-go, 3) defined-contribution vs. defined-benefit. Increasing the degree of actuarial fairness, by strengthening the linkage between contributions and benefits, reduces labor market distortions and may increase welfare in a Pareto-efficiency sense. Increasing the degree of funding impli...
